民莫困窮流亡也。
故國無九年之畜，
謂之不足；
無六年之積，
謂之閔急；
無三年之畜，
謂之窮乏。
故有仁君明主，
其取下有節，
自養有度，
則得承受於天地，
而不離飢寒之患矣。
若得貪主暴君，
撓於其下，
侵漁其民，
