法立令行，
故群臣奉法守職，
百官有常。
「法不繁匿」 ，
萬民敦愨，
反本而儉力。
故賞必足以使，
威必足以勝，
然後下從。
故古之所謂明君者，
非一君也。
其設賞有薄有厚，
其立禁有輕有重，
迹行不必同，
非故相反也，
皆隨時而變，
因俗而動。
夫民躁而行僻，
則賞不可以不厚，
禁不可以不重。
故聖人設厚賞，
非侈也；
立重禁，
非戾也。
