「楚莊王之霸，
其有方矣。
制節守職，
反身不貳，
其霸不亦宜乎！ 」
《詩》曰：
「嗟嗟保介。 」
莊王之謂也。
3.9 人主之疾，
十有二發，
非有賢醫，
莫能治也。
何謂十二發？
痿、蹶、逆、脹、滿、支、
膈、盲、煩、喘、痺、風，
此之曰十二發。
賢醫治之如何？
曰：
省事輕刑，
則痿不作。
無使小民飢寒，
則蹶不作。
無令財貨上流，
則逆不作。
無令倉廩積腐，
