夫民思其德，
必稱其人，
朝夕祝之，
升聞於皇天，
上帝歆焉，
故永其世而豐其年。
不能御民者，
棄其德法，
專用刑辟，
譬猶御馬，
棄其轡勒而專以筴御馬，
馬必傷，
車必敗，
無德法而專以刑法御民，
民心走，
國必亡。
亡德法，
民心無所法循，
迷惑失道，
上必以為亂無道，
苟以為亂無道，
則刑罰必不克，
成其無道，
上下俱無道。
故今之稱惡者，
必比之於夏桀、殷紂，
何也？
