太古淳朴，
民心無欲。
淳澆則爭起而戰萌生焉。
神農氏弦木為弧，
剡木為矢，
弧矢之利，
以威天下。
其後蚩尤強暴，
好習攻戰，
銷金為刃，
割革為鉀，
而兵遂興矣。
黃帝戰于涿鹿，
顓頊爭於不周，
堯戰丹水，
舜征有苗，
夏討有扈，
殷攻葛伯，
周伐崇侯。
夫兵者，
凶器；
財用之蠹，
而民之殘也。
五帝三王弗能弭者，
所以禁暴而討亂，
非欲耗財以害民也。
