政之大綱有二。
二者何也？
賞、罰之謂也。
人君明乎賞罰之道，
則治不難矣；
夫賞罰者、不在乎必重，
而在於必行；
必行、則雖不重而民肅；
必不行也、則雖重而民怠。
故先王務賞罰之必行也。
《書》曰：
「爾無不信，
朕不食言；
爾不從誓言，
予則孥戮汝，
罔有攸赦。 」
「天生烝民」 ，
其性一也。
刻肌虧體，
所同惡也；
被文垂藻，
所同好也。
此二者常存，
而民不治其身，
有由然也。
當賞者不賞，
當罰者不罰。
夫當賞者不賞，
